He also said India is "over cautious" about Tibet. India has to be, as at stake is the permanent membership of the Security Council. And China has veto power. The new phase of peaceful co-existence with China has also to be given a fair chance to blossom. And, anyway, nobody wants a giant neighbour to be at war with all the time. As Prime Minister Manmohan Singh saie in China we must compete in the market, than otherwise.
But to be fair to the Chinese, one must observe that they are using kids gloves to control the rioting, as compared with the Mao tse-tung + Chou in-lie regime. Chinese are also embarrassed due to the coming Olympics in China. The seat in the UN Security Council has also put an iota of responsibility and humanity on their shoulders.
Tibetans, obviously, have chosen Olympics time to voice their grievances and attract international attention to their plight. As Dalai Lama said they do not want full independence, but autonomy for Tibet within China. With a rational give and take this can be achieved peacefully. The Dalai Lama is all for peaceful means to achieve his aim to take Tibetans back to their country from India, where they are, at best, refugees. Although they have worked hard to make a base for themselves by selling woollen items to Indians in winter and their doctors administring minerals and roots and plants to cure many chronic illnesses among Indians, they remain strangers to each other for many cultural schisms.
However, the Delhi representative of Dalai Lama's Government in exile has often alleged that the Chinese are milking Tibet of its gold, uranium and jade deposits and creating havoc for the ecology. But he has also repeated that Tibetans will return home by Gandhian path of non-violence. He is also on record to say that Tibetans had rejected US efforts to recruit Tibetan youth for guerrilla warfare in Tibet.
